Requirements

The cient is seeking companies, organizations or individuals that possess skills in any or all of the following areas:

(a)  Comprehensive system implementation and operation experience of the above OSS/BSS application products;

(b)  Sound knowledge of Telecom business processes with OSS/BSS applications and   familiarity with the eTOM framework;

(c)  Proven experience in designing, implementing, and supporting Telecom Service Fulfillment solutions from order management to provisioning functions;

(d)  Proven experience in designing, implementing, and supporting Telecom Service Assurance solutions;

(e)  Proven experience in implementing network discovery and inventory reconciliation functions;

(f)   Proven experience in implementing automated service provisioning processes and functions;

(g)  Proven experience in designing , developing, implementing, and supporting Customer Self-Service WEB portal systems;

(h)  Proven experience in designing, implementing, and supporting system integration solutions using Enterprise Service Bus architecture with the key HOT OSS/BSS products as noted. Sound knowledge of J2EE based integration technology;

(i)    Proven experience in enterprise solution and data architecture with Telecom OSS/BSS applications  ;

(j)    Proven experience in designing and supporting data warehouse systems & ETL automation. Good knowledge of HOT enterprise data structures and models;

(k)  Sound knowledge in using report generators for Power System Telecom planning and service impact analysis applications;

(l)    Proven project management experience on OSS/BSS projects with Power System and commercial telecom applications;.

Sound communication skills, able to work with others in a team environment;

(m) Ability to work with end users and stakeholders to define business requirements;

(n)  Practical ITIL process implementation and operational experience with focus on Telecom service management.

Deliverables

HOTI Telecom is looking for potential supplier(s) that can:

Assist in the design, development, implementation, and support of Service Fulfillment solutions based on the OSS/BSS Service Fulfillment application (Telcordia Granite).   The following includes but is not limited to the main tasks:

(a)  Provide expert advice in data model development for various Telecom asset types (Power Line Carrier, Neutralizing Transformer, leased circuits, cable protection equipment, and mobile radio, and wireless networks).  This includes facilitating various stakeholder groups to reach consensus and providing technical consultation to develop the network inventory models;

(b)  Design network models to house the network inventories;

(c)  Design data migration/conversion strategy and plan;

(d)  Implement network models into OSS systems 

(e)  Lead and/or assist to populate data from various sources to the OSS database;

(f)   Design & develop user reports for customers and internal operation management use;

(g)  Configure the OSS system software if necessary to accommodate the new networks and new business needs;

(h)  Participate in planning and conducting system and user tests until completion of project that will include acceptance by HOTI;

(i)    Automate business and operation processes with OSS/BSS tools;

(j)    Provide design, operation and appropriate documentation.

(k)  Provide project management service

Assist in the design, development, and implementation of new commercial or enterprise telecom Service Assurance solutions including WEB portal system based on the OSS Service Assurance applications (HP Openview Suite: Service Manager , Network Node Manager, Operations Center).  The following includes but is not limited to the main tasks:

(a)  Analyze business needs, provide a report detailing a defined system specifications and outlining gaps;

(b)   Design, develop and implement  solutions including software configuration to comply with the above mentioned system specifications;

(c)  Convert and migrate data from various application systems to the HOT OSS Datawarehouse  if necessary;

(d)  Design and develop new service level reports for customers and internal operations management sourcing from the Data Warehouse;

(e)  Enhance and improve Network Management capabilities;

(f)   Enhance and improve the HOT Customer Self-Service Portal system;

(g)  Modify and extend common information model;

(h)  Modify and extend Service Manager  integration with other applications via HOT Enterprise Service Bus;

(i)    Participate in user and system tests until completion of project;

(j)    Automate business and operation processes with OSS/BSS tools;

(k)  Provide project management service

(l)    Provide system and operation documents.

Deliver small-scale projects to enhance the existing OSS/BSS systems to meet internal customer needs.  For example, provide technical resources to assist HOTI to upgrade the current key application software to new major release;

Provide expertise to support the ongoing operations and administration of OSS/BSS such as Data Base Administration (DBA) and server administration services;

Provide expertise to administer ITIL based processes to support highly reliable OSS/BSS production systems with focus on incident, problem, change, configuration and release management;

Provide solution and data architecture expertise in planning, implementing and managing business requirements for HOTI;

Provide technical expertise to assist HOTI to design and implement new software function modules. Activities may include:

(a)  develop and document technical specifications;

(b)  develop and document operating processes;

(c)  develop necessary software and scripts to automate reconciliation process;

(d)  configure OSS system software;

(e)  plan, conduct system & user testing .
